Bhagavad Gita 18.11

Krishna speaking to Arjuna

न हि देहभृता शक्यं त्यक्तुं कर्माण्यशेषतः। यस्तु कर्मफलत्यागी स त्यागीत्यभिधीयते ॥

na hi deha-bhṛitā śhakyaṁ tyaktuṁ karmāṇy aśheṣhataḥ yas tu karma-phala-tyāgī sa tyāgīty abhidhīyate

Nor indeed can embodied beings completely relinquish action; verily he who relinquisheth the fruit of action, he is said to be a relinquisher.

In plain words: Krishna says no one living in a body can stop acting completely. The real relinquisher is the one who lets go of the results of action.
