If these truths have been told to a high-minded man, who feels the highest devotion for God, and for his Guru as for God, then they will shine forth,—then they will shine forth indeed.

In plain words: When these truths are taught to a person with a noble heart, who loves God deeply and loves their teacher (guru) as much as God, the truths will truly shine and become clear to them.
