That one (the Self), though never stirring, is swifter than thought. The Devas (senses) never reached it, it walked before them. Though standing still, it overtakes the others who are running. Mâtarisvan (the wind, the moving spirit) bestows powers on it.
In plain words: The Self never moves, yet it is faster than thought. The senses, called Devas or gods here, can never catch it, because it is always ahead of them. It stays still but gets ahead of everything that runs. Matarisvan, the wind or moving spirit, gives powers to it.
