kāmais tais tair hṛita-jñānāḥ prapadyante ’nya-devatāḥ
taṁ taṁ niyamam āsthāya prakṛityā niyatāḥ svayā
They whose wisdom hath been rent away by desires go forth to other Shining Ones, resorting to various external observances, according to their own natures.
In plain words: Krishna says people whose understanding is clouded by desires turn to other gods (Shining Ones). They follow various outward rituals, according to their own nature.
