यस्मान्नोद्विजते लोको लोकान्नोद्विजते च यः। हर्षामर्षभयोद्वेगैर्मुक्तो यः स च मे प्रियः ॥

yasmān nodvijate loko lokān nodvijate cha yaḥ harṣhāmarṣha-bhayodvegair mukto yaḥ sa cha me priyaḥ

He from whom the world doth not shrink away, who doth not shrink away from the world, freed from the anxieties of joy, anger, and fear, he is dear to me.

In plain words: Krishna says he loves the person who does not upset others and is not upset by others. This person is free from the restless swings of excitement, anger and fear.
