शान्तोदिताव्यपदेश्यधर्मानुपातो धर्मी ॥
śāntoditāvyapadeśyadharmānupāto dharmī
That which is acted upon by transformation, either past, present, or yet to be manifested is the qualified.
In plain words: Underneath all these changes there is a basic substance. It goes through past, present, and future forms while staying itself.
That is to say, the qualified is the substance which is being acted upon by time and by the Samskāras, and getting changed and being manifested always.
