एते जाति-देश-काल-समयानवच्छिन्नाः सार्वभौमा महाव्रतम् ॥

ete jāti-deśa-kāla-samayānavacchinnāḥ sārvabhaumā mahāvratam

These, unbroken by time, place, purpose, and caste - rules, are (universal) great vows.

In plain words: These five rules are great vows meant for everyone. They apply no matter the time, the place, the reason, or a person's social rank or caste.
