He makes all, he knows all, the self-caused, the knower, the time of time (destroyer of time), who assumes qualities and knows everything, the master of nature and of man, the lord of the three qualities (guna), the cause of the bondage, the existence, and the liberation of the world.

In plain words: God made everything and knows everything. Nothing caused him. He is even the master of time. He rules nature and people and the three basic forces of nature (the gunas). He is the reason we are held in this world, the reason the world exists, and the reason we can be set free.
