Chandogya Upanishad 6.2.4

'Water thought, may I be many, may I grow forth. It sent forth earth (food). 'Therefore whenever it rains anywhere, most food is then produced. From water alone is eatable food produced.

In plain words: Water wished to become many and produced earth, which means food. That is why plenty of food grows wherever it rains: food comes from water.
