Vidura Niti 5.16

Vidura speaking to King Dhritarashtra

These eight qualities shed a lustre on men, viz., wisdom, high lineage, acquaintance with scriptures, self-restraint, prowess, moderation in speech, gift to the extent of one’s power, and gratefulness. These high qualities, O sire, are necessarily brought together by one only by gifts. When the king favours a person, that incident (of royal favour) bringeth in all others and holdeth them together.

In plain words: Eight qualities make a person shine: wisdom, a good family, knowing the scriptures, self-control, courage, speaking little, giving as much as you can, and gratitude. Vidura says giving holds these together. When a king shows a person favour, that favour brings all the others with it.
