Bhagavad Gita 6.9

Krishna speaking to Arjuna

सुहृन्मित्रार्युदासीनमध्यस्थद्वेष्यबन्धुषु। साधुष्वपि च पापेषु समबुद्धिर्विशिष्यते ॥

suhṛin-mitrāryudāsīna-madhyastha-dveṣhya-bandhuṣhu sādhuṣhvapi cha pāpeṣhu sama-buddhir viśhiṣhyate

He who regards impartially lovers, friends, and foes, strangers, neutrals, foreigners and relatives, also the righteous and unrighteous, he excelleth.

In plain words: Krishna says the best person treats everyone the same: friends, enemies, strangers, family, people who don't care either way, and good and bad people alike.
