न कर्तृत्वं न कर्माणि लोकस्य सृजति प्रभुः। न कर्मफलसंयोगं स्वभावस्तु प्रवर्तते ॥

na kartṛitvaṁ na karmāṇi lokasya sṛijati prabhuḥ na karma-phala-saṅyogaṁ svabhāvas tu pravartate

The Lord of the world produceth not the idea of agency, nor actions, nor the union together of action and its fruit; nature, however, manifesteth.

In plain words: Krishna says that the Lord of the world does not create people's sense of "I am doing this", or their actions, or the link between actions and their results. All this comes from nature.
