Bhagavad Gita 2.44

Krishna speaking to Arjuna

भोगैश्वर्यप्रसक्तानां तयापहृतचेतसाम्। व्यवसायात्मिका बुद्धिः समाधौ न विधीयते ॥

bhogaiśwvarya-prasaktānāṁ tayāpahṛita-chetasām vyavasāyātmikā buddhiḥ samādhau na vidhīyate

For them who cling to pleasure and lordship, whose minds are captivated by such teaching, is not designed this determinate Reason, on contemplation steadily bent.

In plain words: Krishna says people who cling to pleasure and power, and are carried away by such teachings, cannot develop a firm, focused mind for meditation.
